In July of 2019 our Board of Trustees appointed a Governance Task Force to develop a new governance model better suited for our growing congregation. On July 1, 2021 QUUF began the transition to shared/policy governance. In July of 2022 the Board approved an update to the model. We anticipate this transition will be complete in 2024 when a standing Governance Committee will begin work.

Under the new structure, the Board committees and task forces are separate from the councils and teams that are part of the Program Council (PC), and from congregational committees that are elected. Information about PC councils and teams can be found here.

Organizational Chart for Lay Leadership – Under our new shared governance model, our lay leadership organization looks like this. We are currently in transition and many of these committees, teams and councils are already in place and some are still forming.

Organizational Chart for Staff – The Minister is head of staff and therefore supervises staff and ensures appropriate staffing practices are followed. The Minister may delegate supervision of individual staff members. Major personnel-related changes, including hiring, discharge, and changes in compensation of Congregation staff, will be made by the Minister consulting with and obtaining approval by the Board for such changes.
